Maldives Institute of Local Governance (MILG)
has successfully conducted a training program on the VIYA Portal and the
preparation of financial statements for local councils in collaboration with
Auditor General’s Office and R. Atoll Council. The program, held in R.
Ungoofaaru from August 31 to September 3, was specifically targeted at councils
within R. Atoll.
The training sessions were facilitated by
officials from MILG and the Auditor General’s Office. The primary objective was
to strengthen the technical capacity of council employees in effectively
utilizing the VIYA Portal and preparing accurate financial statements.
As part of the program, participants were
trained on the use of the VIYA Portal, including entering and approving council
budgets, procuring goods and services through the portal, processing payments,
maintaining income registers, and managing asset registries.
In addition, sessions were delivered on the
preparation of council financial statements, focusing on the structure of the
International Public Sector Accounting Standard (IPSAS) under the Cash Basis.
Participants were introduced to key areas such as statements of receipts and
expenditures, approved budgets and expenditures, asset and liability reporting,
and preparing notes and disclosures to accompany financial statements.
A total of 29 participants, representing both
the Atoll and island councils of R. Atoll, took part in the training. At the
conclusion of the program, certificates were awarded to all participants.
